Heather’s Story: When Success Becomes a Setback

Heather is a dedicated mother of three and a proud New Jersey resident raising her children on her own. Through years of hard work and determination, she steadily climbed the ladder in her federal government career — earning well-deserved promotions and doing everything right to build a better life for her family.

But with her latest promotion came an unexpected burden.

Heather’s new salary, though modest, pushed her just over the income threshold for New Jersey’s child care subsidy program. Overnight, she lost access to vital support — and was suddenly expected to pay $1,327 per week out of pocket for daycare. That’s nearly $5,300 a month — an impossible cost for a single-income household.

Instead of being rewarded, Heather was penalized for her success.

Sadly, Heather’s story isn’t unique.

Every day, parents across the country work tirelessly to advance their careers and provide stability for their children — only to be met with the crushing reality of unaffordable child care. They face a heartbreaking choice: scale back their dreams, or sacrifice their financial security.

At Parents Deserve Success, we believe no parent should have to choose between career advancement and quality care for their children. We exist to fill that gap — offering support, advocacy, and relief to working families caught in this broken system.

Income guidelines 


Income Guidelines

Eligibility

Families with income less than 200% of the federal poverty level (FPL) in which the parent/caretaker relative is working or attending a NJ public college/university or attending a short-term training program. The parent must be working or attending school/training for at least 20 hours/week. Once the family is receiving services, they continue to be eligible until income exceeds 300% FPL. See below for these ‘entry’ and ‘exit’ income limits.Effective January 1, 2025, families with income less than 261% of FPL are eligible for CCAP.

Income and Resource Limits

The resource limit is $1,000,000 in liquid resources (money in the bank, money market accounts, etc.). Income must be within the limits of the income table.

Other Program Rules

  • As a condition of eligibility, the parent must cooperate with the Office of Child Support Services to establish a child support order against the non-custodial parent of the child receiving the subsidy. 
  • You must provide a letter of rejection from New Jersey’s childcare assistance program. 

Eligible Providers

Parent can choose any of the following type of participating provider:
• Licensed day care center
• Certified family home day care

Apply online or fill out a paper application. For application information click here. You can also call 856-649-2582 to request an application. No interview is required but documentation of certain information must be provided. Applicants must be notified of a decision in writing within 30 days from the date of the application and required documentation is received by Parents Deserve Success. Families are re-certified for CCAP once a year.
